In the Qin Dynasty, the constitutional system was established under the stipulated law, so that the bureaucrats conducted the policies. Caring about the protection of separation in social hierarchy and socially vulnerable people, the xun li performed the employment security as part of their job for the prohibition of the employment of children and young people as well as the stabilization of people’s lives. Although the ku li paid care for the poor, on the other hand, no particular description in the literature was made by the bureaucrat about welfare policies.
