In the Qin Dynasty, the constitutional system was established\nunder the stipulated law, so that the bureaucrats conducted the policies. Caring about the protection of\nseparation in social hierarchy and socially vulnerable people, the xun li performed the employment\nsecurity as part of their job for the prohibition of the employment of children and young people as well\nas the stabilization of people’s lives. Although the ku li paid care for the poor, on the other hand, no\nparticular description in the literature was made by the bureaucrat about welfare policies.
