In conclusion, the Chinese minority education does not promote the policy that recognizes minority culture as based solely on human rights and cultural relativity. The policy is based on the idea that ethnic minorities must be educated under the guidance of the communist party. The Chinese minority education regards poverty minority districts as restraining economic development.
