As a matter of principle, the main purpose of Japanese social welfare is the protection of a specific group of individuals. For that reason, concrete measures have been undertaken by the Government ofr policy implementation. Moreover, with the onset of a rapidly-ageing society, social werfare service has been seen as a matter of basic rights. Whereas, social welfare service has been within the scope of policy-matters, it has morphed to be patient-centered, stressing on his or her decisions and choices. Indeed, the current sustem which promotes and protects patient's rights has ling been necessary. By application of laws, the adult care system protects the rights of patient's suffering from some form of disavilities, though their judgemental ability is deemed to be ligally sufficient. This include patients with dementia, intellectual-and physically-handicapped, and those with mental disease. In recnet years, adult care progession has tremendously increased. In most cases, the care-giver is likely a relative of the patient-bearing informal human relationship. With the practice of social work fastly-spreading, the Certified Social Workers plays a leading and decisive role in the expansion of adult care system. The practice is rapidly normalizing, seen as mecessary for livelihood.
