The Project successfully completed in 2003 (JICA supprot in still on going) and its impact is now expanding not only to inside of Ghana but also other African countries. This paper analyzes reasons why the HIST project has been able to achieve succesful outcome in view from the background of Ghanian and Japanese sides as well as technical aspects. The analysis revealed that1) the needs of Ghanaian Government and the Japanese Government readiness for assistance were well matched, 2) the strong intention of Ghanaian government for human development encouraged the Project, 3) recognition of the imprtance of system development motivated the Project implementatio, and 4) relevant techniqurs were employed for the system development.
