 note = {P(論文), The purpose of this paper is to consider the gap between the urban and rural standards of education in China, and to describe the reality of youngsters who graduate from junior high schools and go to working in the big city away from their rural home. To solve this education gap, the Communist Party and Government set forth the policy about rural education in "The Annual Report of Political Affairs 2006". This policy, however, stresses the compulsory education and vocational education in poor rural districts, but does not refer to the problem related to high schools and higher education. This policy may reinforce the double streams of education, and not improve social mobility.},
