In order to determine the actual situation in less urban areas, this study presents results from a questionnaire given to fathers of kindergarten children in Nobeoka, Kadogawa and Hyuga cities in northern Miyazaki prefecture on their level of participation in child rearing. Results found that the fathers in this region actively spend more time with their children than the national average, and are highly conscious of their parental role in the family. However, they also reported a high degree of overtime, weekend and holiday work, and difficulty in actually taking childcare leave, which would detrimentally affect their overall income. In order to implement effective policies based on the local characteristics of the region (that is, a high percentage of nuclear families both working but with lower incomes), it is necessary to provide more variation in childcare services, such as weekend and holiday childcare and care for sick children.
